Democrats have refused to back long-term funding for the Department of Homeland Security unless Republicans agree to change how federal immigration agents operate. This standoff follows the fatal shootings of two American citizens by federal agents in Minneapolis last month. Senate Minority Leader Chuck Schumer and House Minority Leader Hakeem Jeffries sent a letter with 10 formal demands to GOP leaders to prevent a funding shutdown on February 13.

Their list of requirements for the agency includes:

• Requiring warrants before agents enter private property
• Banning agents from wearing masks
• Requiring agents to show clear identification
• Banning enforcement actions near sensitive sites, such as schools
• Ending racial profiling
• Setting strict rules for when agents can use force
• Allowing state governments to oversee federal operations
• Improving safety measures for people in detention
• Requiring agents to wear body cameras
• Standardizing all uniforms
