The crisis has been made worse by a perfect storm of logistical issues. A private repair contract expired on December 31, and a blue-collar strike has put a stop to routine maintenance. On top of that, the city has faced deep budget cuts. Funding for road repairs dropped from over $100 million to less than $80 million, while the budget for replacing aging service vehicles was slashed from $45 million to just $18 million.
In January, Montreal received 3,824 pothole reports, the highest number in a decade. By comparison, Laval received only 183 reports, though other surrounding cities have also noted a slight increase in road damage.
